Parish Council Minutes - September 2010
Minutes of the Yealand Conyers Parish Meeting held on 15th September 2010 in the Quaker Meeting House, Yealand Conyers. 987 Present Cllrs Calnan, Rothwell and Mercer, Clerk D. Hancock and P.C. Marsh. 988 Lancashire County Council proposes to set up a pilot scheme to assist with winter gritting. The Cllrs thought that there might be a problem with indemnity if they employed someone to grit the side roads. However they agreed that the Clerk should express interest in installation of open grit boxes on Dykes Lane and Roseacre Lane. Individual householders could use these at their own risk. Cllr Calnan asked P.C. Marsh if there was any size restriction on size of posters advertising local events? Cllr Rothwell thought that they should not be larger than a ‘For sale' sign. P.C. Marsh agreed to find out the legal requirement. P.C.Marsh gave his report where he stated that there have been no crimes since the last meeting. Police deployment has been concerned with road obstructions and suspicious activity involving door to door collectors. There have been a number of complaints about traffic on Snape Lane relating to the size of vehicle. It is hoped that the Police will be able to start speed monitoring/enforcement work in the next few months. 989 Apologies There were apologies from Cllr Panton ,Cllr Jackson and Cllr Fishwick . Cllr Calnan would write to Cllr Jackson wishing her a speedy recovery from her fractured elbow. 990 Minutes of the meeting held on July 7th 2010 The minutes of this meeting were approved and signed by the Chair, Cllr Calnan. 991 Matters arising Missing Minutes The Clerk had received a letter from Mr Crumley stating that although he had been a City Council Planning Officer, he had never been on the Parish Council . The Cllrs felt that they had now investigated all possible avenues to find out where the minutes are stored. Best kept Village Yealand Conyers had been unsuccessful this year. The
Clerk agreed to ask the organisers if there were any areas that we could target
,in order to increase our chances next year . Concern was expressed that John
Holmes might have too much work because there had been delays in clearing
certain areas. The Clerk would ask him if he wished to continue as lengthsman. Wind Turbine The Planning Department had written stating that they had received no response to their request for further information in respect of the wind turbine. They have decided to close the file on the basis that it is not expedient to pursue at present. This does not prevent them from taking action in the future . The Parish Council wishes to know the reasons behind this decision. They need to know whether permission is necessary within the AONB and do not want precedents to be set. Planning 10/00311FUL Demolition of existing building and erection of four bed property. The Sheiling, Church Lane. This application has been withdrawn. 992 Finance Cheques were approved £88.13 BDO LLP for the Audit £57.00 Relyant gardening £78 Yealand Friends Meeting Old SchoolAC - Room Hire. 993 Conclusion of Audit The Audit opinion has been given. The Annual return has been approved and accepted by the Council. 994 Matters arising from the Audit The Auditors felt the level of Fidelity Guarantee is insufficient in light of the Bank Balances held on 31st March 2010. The Parish Council felt that the year 2010-2011 would see a reduction in the balance and that there was no need to increase the insurance. It is highly likely that there will be a cap on increases of precept and that any proposed excess spending will have to be supported by a Parish referendum. 995 Reports from Meetings The Canal trust secretary has agreed to keep the Parish Council better informed about meetings and development of this scheme. 996 Playground Provision. There are grants available to improve children’s playgrounds in order to help combat childhood obesity.
